Quality Control Programme

General

The quality control program developed to ensure that a high quality product is produced by the contractor during his performance of the work.

This program is prepared to describe the process to be utilized for quality control on site and off-site.

The process of verifying the procurement, fabrication and construction in compliance with the specification and construction drawing is described in sufficient detail and clarify so that the engineers and persons involved in the implementation of the quality control activities will be fully aware of their specific to ensure a high quality and result for the project.

Organization

On Site

Quality Control Engineer

The quality control engineer is responsible to the project manager for all the onsite quality control activities including inspection, documentation of inspection and obtaining written disposition of non conference in accordance with the requirements on on-site quality control program.

Testing and Laboratory Technician

Testing and Laboratory Technicians are responsible to the quality control engineer in executing their duties for the non site quality control.

Off Shore Material Supply

The chief will control all the activities concerned with the following

  • Surveying overseas market and inquiry to the vendors
  • Placing order to the overseas vendors
  • Opening letter or credit
  • Ocean/Airfreight
  • Inland transportation of the imported items

Field Discipline Engineer

Field Discipline Engineer is responsible for supervising the construction work and assuring the availability of adequate tolls, equipment, manpower and supervision. Field Discipline Engineer will supervise all craft labor force activities and assemble work crews, assign work and provide craftsmanship guidance to the craftsman.

Procurement

The procurement Department

  • Assure that the procurement activities are conducted with sound business practice and compliance with the contractual requirements and approval of Project Manager.
  • Assure the pertinent and timely coordination with the management, engineering and other associated field

Drawing Submittal and Speciation Control

Purpose

The section provides direction for control and distribution of the latest drawing and specifications to the engineers in each discipline.

Drawing Specification Control

  • Drawing and specification control procedure is set up to effectively and efficiently receive the changes and to assure that only the latest revisions are used for construction.
  • Drawing and specification controller will be assigned to execute the following:
    • To receive and keep a set of all latest revision set drawings, specification, from engineer
    • To keep superseded drawings and/or voided drawings separately
    • To keep superseded drawings and/or voided drawings separately
    • To run a blue print machine to make sure that all the latest division drawings and specification to be distributed to the engineers or supervisors promptly in sufficient quantities to enable them to perform the work
  • Upon the distribution of new issues of drawings, all previous will be removed from the active files and stamped "VOID"
  • The drawings and specifications receiving log sheet will be in-corporate in order that the every issue of the drawing and specification can be logged in.
  • Drawing and specification change notices will be logged in the D.C.N and S.C.N log sheet

    The above mentioned revisions and/or notices will also be remarked on the drawing distribution sheet to assure that every information essential for the engineer to perform the work in accordance of the contract drawings and specification is distributed to the engineer.

    Drawing Submittal

    All the shop drawings and as-built drawings shall be prepared by REHAB to be submitted to the consulting engineer for review and approval and will be controlled as follows:

    Drawing control

    Progress status will be reported to the project manager regularly by the periodically updated drawing control

    Drawing done by the Auto Cad operator will be checked by the concerned engineer and the designed engineer will do the final check prior to issuing them.

    Drawing Submittal

    Drawings checked and approved by the design engineer will then be transmitted to the consultant with the corresponding submittal form.

    Periodic Auditing by the Chief Inspection Engineer

    On the last date of each month, the project Manager will check whether only the latest construction drawing, specification are incorporated in to the work and also whether the Drawing and/or specification change notice is rightly distributed to all whom it may concern

Procurement and Manufacturing Control

Overall description of the control over the procurement and manufacturing activities is described by head office procedures.

Control Manufacturing

Inspection

Inspection will be carried out at the vendor's shop or at manufacture's factory to accomplish the following

  • To assure that the materials or the equipment is manufactured in the same design, dimensions and quality as specified approved by the engineer
  • To minimize the delays and loss prevention on the job site

Inspector assigned by the Project Manager will perform the inspection of the materials and equipment on fabrication at the factory or on the way of transportation according to the specification or the standards prepared by the Project Field Engineer.

The inspector will report the result of inspection and if necessary a joint inspection with the engineer will be performed.

Final inspection will be performed by the inspector and expeditor prior to complete packing and assure all the materials and the components are properly consolidated without nay defect or default.

Expeditor

  • The capacity and the condition of the workshop and factory
  • Manpower status assigned to the way of recovery
  • Elements of delay and the way of recovery
  • The stock and raw materials delivery schedule
  • Review the fabrication process and delivery schedule
  • Estimation of productivity per day

On the materials or the equipment are manufactured, the expeditors at the port of origin and arrival will prepare the expediting reports and send information to the Procurement Manager forecasting and shipment tracking

Receiving Control

Ware house man upon arrival of the material at the site will:

  • Check the shipment against the packing list, freight bill of loading, condition, identification, and conformance with the technical requirement.
  • Report discrepancies on the Unsatisfactory "over, short and damage report"

Field Engineer

The assigned Field Engineer upon receipt of the material receiving report will:

  • Perform inspection in conformance with the specifications and the technical requirements.
  • Verify that the storage conditions under the materials are stored meet all the provisions specified by the manufacture and/ or the Project Manager

Inventory Control

The material receiving report will designate the area where the material is to stored at, as it arrived at the site.

The materials going into storage following the inspection will be incorporated into the inventory list maintained by the Ware House Man.

The withdrawal of materials from the warehouse or storage area will be executed by the material issue slip initiated by the responsible supervisor or his designated representative.

Storage and Maintenance

  • Materials and components will receive approximate storage to ensure its integrity and to minimize the possibility of deterioration by damage, corrosion or contamination.
  • Storage facilities will provide the various environmental conditions required for the materials such as:
    • Indoor storage
    • Out storage
  • The storage facilities will be maintained having the following minimum attributes in common:
    • Access will be controlled
    • Cleanliness and good housekeeping will be applied.
    • Conditions of the storage will be monitored so, that lack of protection is detected and corrected
    • Fire protection will be compatible with the materials stored and the type of storage
    • Source of contamination will be controlled
  • The type of storage provided for materials will be determined from the engineering instructions, vendor storage instructions or by the field engineers of each discipline.
  • Materials handling practices will be applied that will ensure a minimum possibility for deterioration of materials and components by physical damage or loss of shipping and storage protection provided by the vendor supplier.

Survey Control

Procedure

Initial Control

Information such as the bench mark, base line and control points on the construction drawings and/ or relevant documents provided by the engineer will be used for basic control.

A system of monuments will be established on site from these base lines and bench marks, and will be utilized to establish the excavation lines, foundation center lines and to set the better boards for underground utilities.

At period not exceeding six (6) months, all the monuments will be checked for elevation and location.

Layout and Checking

The layout for the work to performed will be controlled by the above described monuments

All the traverses will be closed without exception and other methods of assuring required accuracy will be employed.

All stakes and better boards will be clearly marked so, that the users have no doubt as to what they represent.

Survey Records

Survey records will be prepared and kept with the signature of surveyor.

  • survey records will be reviewed and corrected in there is any additional requirement by the quality control engineer.
  • Survey result is subject to review and approval by the Quality Control Engineer

Testing and Inspection

Purpose

  • All the test required by the specifications is performed in accordance with the requirements and standards specified in the contract documents.
  • All the tests are performed under suitable environmental conditions.
  • All the testing is performed in the presence of Consulting Engineer.
